On the southern shore of the Strait of Gibraltar, a single coastal territory embodies two divergent histories: known in Spain as Ceuta and in Arabic as Sabta or Sebta. The long-standing sovereignty dispute surrounding the enclave is returning to the spotlight as Spain's King Felipe VI and Queen Letizia prepare to visit on October 13—Felipe's first visit to the city as monarch since taking the throne in 2014. The trip follows heightened pressure along the frontier, highlighted on July 30 when more than 72,000 migrants crossed from Morocco into Ceuta, according to the Reuters news agency.

The coexistence of the two names reflects deep historical shifts rather than recent politics alone. Spain’s Ministry of Culture traces the Arabic name Sabta across successive medieval eras, including Idrisid, Umayyad, Almoravid, Almohad, and Marinid rule. That period concluded in August 1415 when Portuguese forces led by King John I seized the city, ending more than seven centuries of Muslim governance. Ceuta remained Portuguese until the dissolution of the Iberian union in 1640, when it chose to stay aligned with the Spanish crown—an arrangement formally recognised under the 1668 Treaty of Lisbon.

Today, Madrid and Rabat view that historical trajectory through conflicting lenses. Morocco, which has claimed Ceuta and nearby Melilla since gaining independence in 1956, considers both to be occupied Moroccan territories based on their North African geography and centuries within Maghrebi dynastic spheres. Spain rejects that claim, maintaining that Ceuta's status as an autonomous city under Spanish law makes it an integral part of the nation, underpinned by hundreds of years of uninterrupted European administration that predate the modern Moroccan state.

The unresolved dispute carries significant practical consequences for the region. Although Ceuta operates under Spanish sovereignty, it remains outside the European Union customs territory while serving as an external frontier of the Schengen area. Hemmed in by Morocco on its landward side, the enclave remains an enduring diplomatic friction point, where competing historical narratives intersect with modern European border enforcement.

  • •分詞短語「Hemmed in by...」
